Stephen concentrates on cases involving the FBI, HHS-OIG, the Medicare Strike Force, and the Medicare/Medicaid programs. He previously was an Assistant United States Attorney in the Chicago office’s health care fraud unit, where he advised on civil and criminal investigations and counseled officials on ways to deter fraud, waste, and abuse more efficiently.
